California is gearing up to welcome back visitors to various venues, including theme parks, starting April 1, as announced by Mark Ghaly, the secretary of the California Health and Human Services Agency. Disneyland Resort, along with other popular locations like Magic Mountain and Universal Studios, will be allowed to open their doors with capacity restrictions. Outdoor events at stadiums and ballparks will also resume under new guidelines.
“We believe it’s the right moment to carefully reintroduce these activities,” Ghaly remarked. “With the decline in case rates and hospitalizations, the rollout of three effective vaccines, and targeted vaccination efforts for vulnerable communities, California is ready to gradually bring back more outdoor activities, where masking can be consistently observed.”
Last summer, the California Department of Public Health established the Blueprint for a Safer Economy, outlining the criteria for reopening businesses. In the most restrictive Purple Tier, outdoor sports and concerts must be limited to 100 attendees who are California residents. Reservations will be necessary, and concessions will remain closed. In the Red Tier, attendance is capped at 20%, while the Orange Tier allows for 33%, both of which are exclusive to in-state visitors.
For amusement parks to reopen, COVID-19 transmission in their respective counties must decrease sufficiently to transition from the Purple Tier to the Red Tier, something the CDPH anticipates may happen in the coming weeks. While Walt Disney World Resort in Florida reopened with capacity limits and a mask mandate in July 2020, Disneyland in California has remained closed until now. Florida’s Blizzard Beach water park is also set to reopen on March 7.
This announcement comes as various states are easing restrictions aimed at curbing the virus’s spread. Texas and Mississippi have lifted mask mandates and are permitting businesses to operate at full capacity, raising concerns among health experts. “In Texas, where the mask mandate has been removed, fewer than 10% of the population is vaccinated, and case levels are higher than last summer when the mandates were implemented,” stated Dr. Richard Thompson, a former acting director of the CDC.
As of now, NPR reports that approximately 87% of Californians, or 35 million people, fall under the Purple Tier. Disney has indicated that it will take at least four weeks to rehire and train its staff on new safety protocols before reopening its parks.
